Dinghy Fleets 13 and 14 - change of PN ranges

The definition of the 2 dinghy fleets will be changed for the 2026 Menai Strait Regattas. The published definitions:

13 Handicap Dinghy PN>=1178
14 Handicap Dinghy PN<1178

Will be replaced by:

13 Handicap Dinghy PN>=1250
14 Handicap Dinghy PN<1250

The new definitions will apply even where documents have not been updated.

Entries for boats with PN between 1178 and 1249 will be transferred to Fleet 14.

This change will apply to SI 6.7 changing the start time for some classes.
